Major Overhaul: Ontario Revokes Existing OINP Streams to Launch a New Selectivity Model
In the biggest transformation in the history of the Ontario Immigrant Nominee Program (OINP), the provincial government officially revoked all nine of its traditional immigration streams effective May 30, 2026. This legislative shift marks the end of old pathways – such as the International Student and Foreign Worker streams – paving the way for a highly selective, labor-market-driven framework.
Mandatory Changes in Effect Now:
Alongside the stream closures, Ontario has formally codified two major structural changes:
-
Expanded Director Authority for Targeted Draws: Draws will move closer to an Express Entry-style targeted system. Candidates will now only be ranked and invited if they meet specific human capital attributes or urgent economic priorities defined by the OINP Director (e.g., targeted occupations or specific wage thresholds).
-
Compulsory Employer Registration: For any job-offer-backed applications, employers must be fully registered and approved within the OINP Employer Portal before an applicant can officially apply.
The Proposed Replacement Framework:
While official launch timelines and detailed eligibility rules remain unconfirmed, Ontario’s previous stakeholder consultations outline a consolidation into four core streams:
-
Employer Job Offer Stream: Merging prior paths into a single stream with two tracks (High-Skilled TEER 0-3 and In-Demand TEER 4-5).
-
Priority Healthcare Stream: A dedicated, fast-track route for medical professionals.
-
Exceptional Talent Stream: Targeting elite global professionals and researchers.
-
Restructured Entrepreneur Category: A revamped model for foreign investors.
What Happens to Current Applicants?
The province confirmed that all completed applications submitted prior to May 30, 2026, are legally protected and will be assessed under the rules in place at their time of filing. Additionally, existing job-offer-based Expressions of Interest (EOIs) remain active in the pool, and the online system continues to accept new EOI registrations during this transitional phase.
