Ontario Opens EOI Portal for New Ontario Workforce Priority Stream (OWPS)
In a major milestone for provincial immigration in 2026, the Government of Ontario officially opened the Expression of Interest (EOI) portal for its redesigned Ontario Workforce Priority Stream (OWPS) on August 4, 2026.
Portal Opening Details
The opening of the online portal allows eligible foreign nationals and local businesses to submit new EOI profiles through the OINP e-Filing Portal. This operational launch marks the first phase of Ontario’s comprehensive OINP redesign following the sunsetting of legacy streams in late May 2026.
Three Core Pathways Under OWPS
The Ontario Workforce Priority Stream now serves as the primary route for employer-sponsored provincial nominations, divided into three pathways:

TEER 0–3 Occupations Pathway: For higher-skilled workers and professionals.

TEER 4–5 Occupations Pathway: For lower-skilled and in-demand essential workers.

Self-Employed Physicians Pathway: For licensed physicians eligible to bill under the Ontario Health Insurance Plan (OHIP).
Mandatory Employer Integration
For job-offer-backed applicants, eligibility requires close coordination with the sponsoring employer:

The employer must create a qualifying job offer profile within the OINP Employer Portal.

The applicant must link their EOI profile directly to the registered job offer ID.

Upon issuance of an Invitation to Apply (ITA), the employer has a strict 14-calendar-day window to submit their employer approval application.
EOI Validity and Invitation Ranking
Submitted EOI profiles remain active in the selection pool for up to 12 months. The OINP will conduct periodic invitation draws using the points-based scoring grid released on July 20, 2026, prioritizing criteria such as higher hourly wages, job locations outside the Greater Toronto Area (GTA), and local Ontario work experience.
